I have to reply as follows in answer to His Excellency'
question Is it not the fact that the clerk Mr. Julyan
is the person who in practice is responsible for the care
"of the correspondence?” Including Mr. Julyan, I have five
assistante in the Correspondence Office, the other four being
Chinese, 1 in grade III, 2 in grade IV and 1 in grade V.
The routine work of the office is performed by the rive
officers in question. I personally allot to each of the
five officers his particular duties, handing each a written
list of such. Mr. Julyan who has had about 19 years experi-
ence of the work knows it thoroughly, and he exercises a
supervision, under myself, over the work of the other clerks,
informing ne, as the responsible officer in charge, of delays
errors or other irregularities in the work. In Mr. Julyan's
absence, the same supervision, under myself, devolves on the
next senior officer, Mr. Chan Chi Shang. In such circumstances,
I give more personal attention to the work, since not only
is Mr. Chan (albeit a capable and conscientious officer) an
officer of less experience than Mr. Julyan, but the absentees
work has also on such occasions to be attended to. As far
as the regular routine work of the office is concerned and
subject to the foregoing explanatory qualification, His
Excellency's understanding of the working as set forth in
his minute is correct.
The arrangement is the one best calculated, in my opinion, to safeguard the work of the office against disloca-
tion or delay, through the absence of officers at any time.
